[Bug] Has the context menu icons logic changed?

I am using MFC (Win 32). But now for some reason my context menu icons look like this:

Here is an example for populating the menu with an icon:

I don't understand why the sample app that is using a pre-release is working:

I think that there is either a bug or I am missing a new setting. I used the sample icon (small.ico) which only has 48 x 48:

Renders fine. So for some reason WebView2 has started to use the wrong icons in my icon file. It never did that before.

Confirmed:

WebView2 no longer renders context menu icons properly when the icon file has more sizes than the default 48 x 48.
